The delay seems to be intentional by Windows 11, so by default the startup apps only start as soon as Windows 11 detects that it is in idle state. What its definition of "idle state" is in that case, I'm clueless.
So creating 2 DWORD values in Computer\HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Serialize (you can create that key as well if it does not exist yet) solved the issue for me:
"WaitForIdleState", value 0
"StartupDelayInMSec", value 0
And voilá, no more delay with my startup apps!
